Non government Organisation (NGO) Program Unit

The NGO Program Unit is responsible for the management of the Ministerial and Local NGO grants.

The NGO Grant program is in the process of transitioning to a new funding model - Partnerships For Health. Under this model the procurement of NGO services is subject to new arrangements, which may include tendering.

Since July 2013, all existing grants have been transitioned to new contractual arrangements, awarded for a maximum of twelve months. In line with this, and under the new contract form introduced by the Ministry of Health in July 2014, current NGO funding was provided for the duration of 12 months from 1 July 2015 to 30 June 2016, and has been extended for a further 12 months to June 2017.

The new contract form includes a Funding Agreement that supports greater specificity of services and performance requirements and new Terms and Conditions which complement the Terms and Conditions in the Operational Guidelines PD2011_049. The new contract form applies also to any other local NGO ad-hoc funding.

The NGO Unit functions include negotiation of Funding Agreements, payment, monitoring, performance review, ministerial briefing, conflict resolution and capacity building support to funded NGO projects.

A key focus of the Unit is to facilitate effective partnerships between NSW Ministry of Health / HNE Health programs and Health-funded NGOs with the aim of improving the health of people in the Hunter and New England communities.

Health-funded NGO projects are aligned with NSW Ministry of Health's strategic directions and with a focus on local needs, cover the program areas of Mental Health, Drug & Alcohol, AIDS/Infectious Diseases & Sexual Health, Aged & Palliative Care, Chronic Care, Aboriginal Health, Oral Health, Kids & Families.

The NGO Program Unit currently sits within the Allied Health Directorate.
