Policy Development and Management
In May 2006 Hunter New England Clinical Governance was assigned responsibility for leading and supporting policy development and management processes within Hunter New England Health. The HNE Health Policy Development and Management Framework was endorsed by the Area Executive Team (AET) in June 2006. In this document, policy is defined as
“…an Area-wide statement of corporate or clinical action requiring mandatory compliance…”
The aim of the Policy Development and Management Framework is to ensure that NSW Health Policy Directives and Hunter New England Health corporate and clinical policies are relevant, realistic, implemented, monitored, evaluated and reviewed. Hunter New England Health has an identified Area-wide process for policy development and management that ensures consistency across the Area. Policy development includes developing policy compliance procedures to aid implementation and compliance with policy.
All policies (existing Hunter New England Health policy, NSW Health Policy Directives and new Hunter New England Helath policy) fall into one of eight portfolio areas

Each portfolio Executive Director is responsible for policy in their portfolio. Hunter New England Health policy development, implementation and evaluation is supported by Clinical Governance.

A Policy Compliance Procedure is any procedure written to assist staff to comply with an Hunter New England Health policy or NSW Policy Directive. These will usually set out step-by-step actions which must be followed by staff in a given setting. Because NSW Health Policy Directives and other internal policies often have local implications to be addressed in implementation, Hunter New England Health has developed a template for policy compliance procedures. It is expected that this will mostly be used to support the implementation plans for NSW Health policy directives.

In December 2006 the AET determined that Clinical Practice Guidelines were to be authorised by the Area Clinical Quality and Patient Safety Committee. Guidance for Hunter New England Health staff developing Clinical Practice Guidelines will follow a similar framework to that of the Policy Development and Management Framework and is in development.
