The implementation process at HNE Health
Hunter New England Health has developed a specific process to ensure it delivers the reforms required through Caring Together. An overview of that process is below. In addition, those involved in driving change will be guided by a set of key principles to ensure we build on the strengths and systems that already exist within HNE Health:
- Involve as many individuals as possible
- Rely upon clinical leaders to play a major role
- Make our response as visible as possible
- Build upon projects that are underway or have already been undertaken
- Utilise existing structures and activities
- Maximise communication & feedback
- Recognise the linkages (and impacts) that exist between recommendations
- Ensure HNE Health’s values underpin the implementation

Area Health Advisory Council (AHAC), Chief Executive, Clinical Councils:
All three are partners in ensuring the Caring Together recommendations are implemented within the required timeframes. These groups will provide advice, oversee and monitor implementation, ensure there is strong clinical and front-line staff involvement, and ensure patient needs are at the core of suggested outcomes. The AHAC is made up from representives from the community and clinicians. The AHAC provides strategic advice to HNE Health in a range of areas, such as policy development, workforce planning and service planning. It has a key role in ensuring that the views of clinicians, communities and patients are heard, particularly in relation to the quality and accessibility of health services. There are two clinical councils, one based in Tamworth and another in Newcastle. These groups are made up of doctors, nurses and allied health representatives.
Implementation Taskforce:
The HNE Health Implementation Taskforce is co-chaired by Chief Executive Nigel Lyons and Chair of the AHAC, Associate Professor Lyn Fragar. It will:
- Oversee and monitor progress of HNE Health’s implementation efforts
- Ensure changes link with actions taken on a statewide basis
- Ensure changes line with the HNE Health strategic vision
- Canvass feedback from stakeholder regarding the implementation plan
- Provide feedback and advice to the Chief Executive
Membership of the Implementation Taskforce includes:

• Professor Patricia Davidson, Chair Southern Area Clinical Council
• Dr Peter Wakeford, Chair Northern Area Clinical Council
• Dr Tracey Tay, Clinical Lead Innovation and Reform
• Phil Webster, community member of the Area Health Advisory Council
• Catherine Turner, Senior Nursing and Midwifery representative and community member of the Area Clinical Council
• Michael Symonds, Project Manager
• Carina Bates, Director of Communication and Stakeholder Engagement
• Kristy Waddell, Manager, Communication Unit
Project Teams and their Executive Sponsors
Seventeen (17) project teams have been established to identify outcomes (e.g. a new policy, procedure, template, model of care) relevant to specific groups of recommendations. Area Executive Team members serve as Executive Sponsors for each Project Team to provide leadership and help ensure linkages between Project Teams are maximised wherever possible. Project Team outcomes will be implemented throughout the Area by relevant line management with support from the Project Teams.
Specific roles of the Project Teams include:
- develop an action plan for the implementation of the assigned recommendations
- develop an evaluation mechanism to determine the impact of the implemented change
- implement changes that are consistent with the HNE Health strategic vision
- utilise existing networks, streams, structures and committees to drive the implementation of the identified recommendations
- identify internal and external stakeholders relevant to the recommendations
- identify individual responsible for specific recommendations
- report weekly to the Executive Sponsor on the outcomes of project team activities
- participate in forums and other mechanisms for the sharing of project team activities
- ensure effective consultation with frontline staff
- ensure timeframes for completion are met as directed by the CE and NSW Health
